I don't think there is legitimately one. Electivire gets electric, ground, fighting, fire, psychic, ice and rock coverage.
Most electric types have to settle for only electric and normal with occasional dark or fire coverage.

Electivire can host a move set covering the most types, yes. The trick is, this is among all pokemon, not just electric types. This held true from gen4 up until now; since defensive types affected in the transition to gen6 were not covered by electivire's special move set.
