I think you can get stuck in a later game by trading a trading a Finneon you surfed to an island with for a Magikarp which is incapable of surging, though I suppose you could
theoretically struggle grind to evolve it by fighting the things you fish up

You can always trade over a Meowth that knows Payday so this isn't really a way to get stuck, but if you don't have any friends, or a second console and game, then this is a way to get stuck
