No, it's taking Ubers and disallowing all mons above 3.41 or w/e cutoff, just like how OU does for UU. It allows for weaker or less used Uber mons to have a chance to shine.

That's what people who play UU sometimes think about mons in OU. Ubers is a highly concentrated tier where certain things work better than others, and work differently than OU. Shuckle works really well in Ubers, apparently. It meets the benchmark for "Ubers OU." Therefore, if you go to "Ubers UU," you will see that Shuckle is disallowed. Usage-based tiering isn't hard.
