I'd go with Magnezone myself. While Jolteon is faster, it has a smaller movepool and can't do much interesting aside from Electric moves. Magnezone gets both Electric and Steel moves and it has the most resistances of any Pokemon.

You need to level up some more, Cyrus will be a bit hard. Back there I had:

>Empoleon
>Gallade
>Houndoom
>Staraptor
>Gabite which I swapped for Giratina
>Roserade

All of them were level 44+. I always backtrack whenever I get surf
