That is correct. It doesn't copy the targets stat changes. It simply steals any stat boosts.
Lets say "X" target used Curse. +1 atk, +1 def, -1 spe.
Spectral Thief will give Marshadow +1 atk, +1 def, and the speed stat is +/- 0.
