Ice needs another resistance and Water is a menace, so adding Water to Ice's resists would be very beneficial imo.

Mind explaining why Steel no longer resisting Grass warrants an immediate 'no'? It'd greatly benefit Grass, and Steel has more than enough resists anyway.

Water and Ice should resist each other both ways. Ice types aren't a static ice cube but rather a constant source of cold temperature like a freezer. When water attacks hit ice types it freezes due to the constant artic temperatures the you constantly produce. Ice attacks hitting water would be more like the image. A set amount of cold that will likely melt when introduced to a constant supply of room temperature water
Now, that autism is out of the way. Add the ground resist so they can be Zygarde killers I guess. Remember, any offensive buff to Ice will buff Water and make it even more used.

Sorry, i was was in a hurry when i posted that. I took in consideration the lore behind the types. If not, then you could go with what >>32960652 said if competitive viability is more important. Just imagine a Metagross being hit by a razor leaf and being supereffective for no reason. Totally agree with steel, by a far the most broken type at this moment.
