Designing a Pokemon region is not difficult. The formula is down to a science that the founders won't break. The fact of the matter is in terms of level design and convenience the founding members who make the first games never do any of the nice touches or QoL shit. Despite the fact that every "remade" game usually has them, but they always get dropped. Which likely means they either don't think they're important or they just think they should release games without features so you buy the next one.

There is no legitimate reason that move tutors can't be in the games that open a new gen other that using them as a feature to buy the new game

SM already essentially does that with Rotomdex's 100% optional reminders, but they stuffed the game full of story scenes anyways. Said story scenes also don't really do much to try to push you around in certain directions, either, it's mostly for the sake of story scenes which in a video game is its own problem.
