Consider the following:
Pokemon have access to a fifth moveslot that can only be filled by speaking to specific trainers such as tutors, move re-learners and by using a TM. The fifth slot is only usable when the pokemon is holding a specific untradable item that is only obtainable once in the game, this would keep it to one five-slot-mon per team and would prevent megas from using it.
