Humanoid Pokemon were a mistake. They look so unatural. I can imagine seeing Dewgong in the ocean, but Primarina would look so awkward.

You can say the same thing about a lot of Pokemon, especially non-humanoids. I could also easily imagine a Chesnaght in the wild, probably wouldn't be that much different from a bear, except it has a shield to defend itself from other shit if need be.

Since it's the same color as Primarina's nose and spikes, I figured it's just something that naturally grows over their ears, like natural earmuffs. Makes sense if you think about it. Their primary attack, unlike their prevos, is sound based so they'll need something to shield their own ears.

As a pinnipedfag, they're both amazing. If they were both made with the same design themes in hand, it'd be pretty boring and the second one to come would most likely be target to "muh clone" arguments. There's appeal in both an elegant simplicity and a beautiful complexity and I love the fuck out of each extremity.

Dewgong is the perfect realization of a simple, real life-like seal in the Pokemon world.
Primarina is the perfect realization of a Sea Lion with a mermaid/pop star theme in the Pokemon world.
I find the latter infinitely more appealing and unique, but to say one is better than the other is just wrong.
I'm glad we now have both sides of the spectrum, though.

FYI, the bubbles in its hair come off, not the main ones in its actual head that connects to its head frill and oddly symmetrical starfish in its ears, implying those are pearls instead and actually worn as a sort of tiara.
