Plus, taking one of the starter was a safe bet since starter have higher chance to get popular amongst the fan. And I don't really see Delphox or Chesnaught fitting in Smash.

Psychic was supposed to be weak against Ghost in gen 1 but ultimately this wasn't added because there were no Ghost types in Gen 1. It wasn't until Gen 2 that ghost types like Haunter (pic related) and Umbreon were introduced
