They intended to have D/P out in 2005 but they got pushed back to 2006. It was literally a new Pokémon to debut a new game which then got pushed back.

Same goes for 2010 - Zoroark introduced in the movie shortly before the games released.

Will they maybe take until 2019? sure, but the pattern says a new Pokémon - whether it's an event Pokémon or not - will debut and so too will the next Gen, next year.

If they had done something with Marshadow and THEN did the anime reboot movie next year to give out ACP separately, I could see skipping a reveal next year, but that's not what they did.

We've know gen 8 was in development sinec september though. Plus, nintendo would obviously give gamefreak the switch SDK first, so it was probably in development even before 2016. The switch sdk leak said copyright 2015 so pokemon switch probably started development around that time.

What? You mean like HMs being different between games and TM94 being Rock Smash in XY and Secret Power in ORAS?

Also, IVs have existed since the beginning. DVs are pretty much the same thing in concept, except the value is between 0-15 compared to 0-31. That value is still multiplied by 2 to get an increase of 0-30 (no odd numbers).
