The comparison between Landorus-T and Marshadow is pretty asinine because Landorus is a lot easier to check offensively as well as defensively. A more apt comparison would be with Pheromosa or Greninja. However Pheromosa was genuinely not very broken when the only known sets were LO and Scarf, and Greninja is getting pushed back by the community's schedule(more pressing threats to be dealt with, and now the WCOP) more than a real willingness to keep it in the tier.

Viability Ranks in Ubers mean jack shit to the other tiers. Celesteela is A-, Alolan Muk is B+ with Excadrill/Mega Sableye, and Darkrai shares B with Bronzong.
Not only that, but anything below A+ in Ubers is basically useless.
Ubers is completely different from OU and the viability of Pokemon in each should be separate. If it was OU, it mighf be even lower since it's Fairy hell.
