That would make it easier to see which Pokemon are eligible for this, instead of looking at each Pokemon individually.

Less for the terrain, more for the setter. SD sceptile has way better synergy with koko than bulu, the only other tapu with a defense boosting (priority + sceptile's weaker defense) seed. I've tried all four, though. Lele's the only partner I wouldn't recommend, the priority immunity is nice neither can bust past fat steel types.

There is no reason to run Archeops and Tyrantrum with Aerodactyl and Tyranitar and in the tier respectively. Froslass probably won't be worth running with so many Rock Pokemon in the tier as well as better Ice types being available. Sceptile, Sharpedo, Crawduant and Minior all blow dick.

Meanwhile Eviolite Rhydon is a better pick than Rhyperior if you need some Lightning Rod support in your team, same for Eviolite Tangela for Rage Powder/Sleep Powder support. Exeggutor might be a decent Trick Room setter, while Drifblim might be ok for Tailwind, though the latter hates having no access to Grassy Seed and the sheer amount of Rock and Dark types in the tier.

Sceptile has Unburden shenanigans and decent coverage moves. Sharpedo is good for Speed Boost. Crawdaunt has Adaptability. Minior having a type effectiveness berry might make Shell Smash a bit more useful.
