Because Scald allows LITERALLY every Water-type to have a 30%~ chance to completely shut down any physical attacker. With an attack almost as powerful as Surf. They don't need to go out of their way for STAB either. Water is a good typing to have - Fire is not.

>30% Chance to Burn, which is very high for a 100 Accurate Move that many Water Types can learn, when most Fire Moves with 30% or higher are either inaccurate like Will-O-Wisp or Inferno, or are exclusive to Legendaries like Sacred Fire and Searing Shot
>80 BP, which means it's currently just 10 BP less than Surf as of Generation 6 making it a very good alternative or even being outright superior to Surf, especially in Doubles
>again, most Water Types are able to learn Scald, meaning it has a very wide distribution and can serve many purposes, either in Stall, Sweeping or shutting down Physical Attackers

It's a clone move, like discharge and lava plume. Those moves aren't broken what they should have done is buff bubble beam so it becomes the water clone with a 30% chance to reduce speed and never made scald in the first place.

That, and most Electric-types are too frail to make use of Paralysis' effects, so Thunderbolt is always favored over Discharge outside of doubles. Fire-type is also not a very good typing to have, so Lava Plume isn't a big deal either.

Scald's issue, compared to those two attacks, is how widespread it is (literally almost every fucking water-type can learn it barring a few extreme examples like Magikarp), and the fact that they can all make use of it. Most Water-types are bulky, and burning your opponent at a 30%(!) chance with a decently powered move makes them even harder to kill. And unlike the previously two mentioned moves, you can't switch in a Fire-type to prevent burns because you'll get hit with SE damage.
