A dragon ice type with 170 special attack and decent speed.

Focus on making the type full of more fast, offensive sweepers with good abilities and move coverage.

Make it so Hail doubles Defense and/or Special Defense, must like Sand Storm does for Special Defense on Rock Pokemon.

Cause Blizzard to go through Protect like it could in the past.

A combination or all of those would buff it.

We should have a move with maybe like, 80 percent freeze chance. It's not OP because fire types can thaw out of it.

What about a tanky Ice/Poison
With high defenses for toxic + hail stall troll? What abilities or custom ability would it need, and would it work?

This exactly, just add Cirno, make her Ice/Fairy with Nasty Plot and Levitate, make Levitate immune to hazards or add an item which makes the holder immune and there you go.
