Water is either tied with Steel or second place for best type. There are probably 60+ usable Water types.

Kingdra, Starmie, Gyarados, Vaporeon, Kabutops, Feraligatr, Azumarill, Suicune, Pelipper, Kyogre, Rotom-Wash, Palkia, Manaphy, Keldeo, Greninja, Volcanion, Primarina, Wishiwashi, Toxapex, Golispod, Tapu Fini

There are many good Water-types, no less than the other types. But since Water is the most common type, there are also a big number of mediocre/bad Water-types, which leads you to think Water has few good mons, which isn't true.
