The issue is that I doubt they'd release a pair of Rock-type cover legends like they did with the Kyurems, likely giving themselves only one chance to get it right instead of two. And Rock is a fairly delicate type to get right, like Ice, so something like a Rock/Psychic Solgaleo clone with a Rock-type Sunsteel Strike might not even prove to be too much for OU.
Hell, with the Sand Special Defense bonus, Tyranitar has at an effective BST of at least 659, depending on investment, and it was fine even in the Diamond/Pearl era.
Fun fact: Tyranitar was the first Pokemon to actually get a suspect test way back in Gen IV,
before even Garchomp

Base it on a mountain so the rock/ice type makes sense, so does making it highly defensive and slow as shit. Slow defensive ice type has been a meme for a while now.
There's no thematic sense for it to get recovery moves or power gem (would get icicle crash most likely though). Only thing they'd do would be to give it a unique ability.

Maybe something like "Mountain's Wrath: Summon sandstorm and hail at the same time"

No shit, the speed buff is absolutely MASSIVE for it since it was basically forced to run protect. They buffed diamond storm, it's now +2 defence and to top it off it actually learns power gem now (not that you'd use it over diamond storm).

Otherwise a fast rock/ground type with a reliable and strong rock STAB and a big fat attack stat.
