You usually power up a Pokemon after you evolve it so that you minimise the cucking from Hanke. You can mitigate it with TMs but TMs are a scarce resource and also RNG so unless it's some 90%+ Pokemon you really want to keep, evolve first, then power it up if its moveset doesn't suck.

That said, in answer to your real question, powering up a Pokemon before or after you evolve does not matter. It's like the mainline games in that aspect.

I don't have one myself yet, but Scizor seems to work well enough as a defender - I've seen a few of them in gyms and they all put up a good fight. The 4x weakness to Fire is unfortunate though, given that we've just had a Fire (and Ice) event, but everything has a weakness that people can exploit anyway.
In any case, he looks cool and is harder to get than a lot of stuff because of the Metal Coat, so you can always show him off in gyms.

With the exception of actual buttons, any phone from the last 5 years is better than the 3DS in every way.
Real buttons can be done on phones but every developer is pretty insistent on either making tapfests or shitty onscreen controls.
The switch closes the gap, but it retains some of the biggest problems of the 3DS like being terrible at playing in sunlight and horrible battery.

If you still need a high-IV Gyarados you might as well do a Magikarp raid here and there instead of waiting for a lucky hatch. It's not like most of the raids have anything useful to catch, since you probably either already have everything that's available or are unable to beat it on your own.

I use my candies on Mareep. I would say save them for the legendaries but you'd need the bag space for that. Once I've got my Ampharos I'll probably start using them on Pineco or Porygon, the only two shitmons I still need to evolve. After that I might start farming Chansey candies.

I honestly can't bear playing most games without physical buttons, though. Go is one of the rare exceptions.

The benefit of designing games for a dedicated single console is that you can use the console's strengths to your advantage, too. App games need to be compatible with as many devices as possible, so despite increased processing power the games themselves are usually pretty simple.

I'll give you that the 3ds is a comfy console to play, it's super frustrating to deal with the glare or all the features they refuse to update or make usable.
Also unless you have a crappy knockoff phone, your 3ds will NEVER outlast a phone for paying games.
Unmodded 3ds get 3-7 hours with 3d off depending on your model (nu3ds owners got shafted hard, the thing has no battery life) while a phone can get upwards 7-10 hours of use, and charges easily using a lightweight cable.
I have an extended battery on my 3ds, but it also removes lots of its portability.

LG H440n with android 6.0. GPS never worked so had to spoof. Spoofing really laggy and apps crashing all the time. Walking is impossible. Joystick disappears. Can only get shitmons near pokestops. Battling is possible only sometimes. Currently using Fake GPS Pro app. It has been always really tedious but after raids update it is hell. Any fag with the same problem? Any solution?. No money to buy new phone so have to deal with it still for a long while. If GPS worked would not spoof.
