Basically, huge departure thematic-wise, concept-wise and design-wise from what Goomy and Sliggoo seemed to be pointing at before Goodra was revealed. In other words, Dragonite 2 but worse.

I guess what I'm trying to say is, even though its clearly skewed towards being a special attacker, its stats aren't as committed to that as they should be if its really supposed to be in that role rather than be versatile. 600 BST is a lot to work with and even a few slight changes in distribution could pretty dramatically increase Hydreigon's effectiveness in that role
Take 20 points out of the Attack stat it's unlikely to be using very much (which still puts it at a workable 85 if you want to run a physical move for some reason) and slap 10 each into Special Attack and Speed and you have a distribution that looks more like a special version of Garchomp or Salamence.
