And yes, it is true that one of its dex entries reads "Starmie swims through water by spinning its star-shaped body as if it were a propeller on a ship", so we know it can spin very fast (underwater, at least), but so can every single pokemon that can learn rapid spin, by definition, and all of them are slow as shit except for pheromosa and tentacruel, both of which don't even make sense learning rapid spin to begin with. Starmie should have at best 80 base speed and swift swim and way higher special attack instead.

The issue isn't that it looks more powerful then it is, the issue is just powecreep has gotten so bad and the mechanics are so speed reliant that 95 in all stats is considered bad.

Power creep be damned, Silvally's bigger issue is that it doesn't have the movepool to make use of its stats and that it has to essentially go itemless if it wants to change its type. Itemless base 95 offenses haven't been at all good since, what, Gen II? Gen I, even? Even then, straight 95 base defenses would still be enough to compensate if it had any way to restore lost HP. Honestly, the combination of Recover and Extreme Speed and possibly Earthquake would've been enough to let it function as the mini-Arceus everyone was hoping it would be, as it stands it's crippled by not being particularly good at any one role.

Samurott doesn't have a "best" set. It's "saving grace" in the lower tiers is being an unpredictable coinflip offensively while having passable defenses. Kabutops can't run a special set. Ludicolo can't run a physical set. Samurott can do both.
