It gets fucking Damp, which was already basically useless and just made it harder to compete with other water/ground types, in the generation Explosion was nerfed, then Swift Swim in the generation Drizzle was nerfed. In both cases, the other starters got better buffs from GF. Mega Swampert requires a setup for its ability to do anything rather than just having something passive like the other two and it bothers me...

Top Lel does pretty much everything Garde can, except it doesn't take up the mega slot and is immune to priority. Probably the only thing Garde has over Lel is Wisp and Fairy nuke, which is just asking for Magearna to set up on you, which at least Lel can get by with Z-moves.

Damp was actually a perfect ability for swampert though, pretty much the only thing that could kill it in gen 3/4 was grass (easily avoided/taken care of) and explosion, coupled with poli's new eternal rain and the super spammable scald he was set for being a top wall in OU again, but then they had to fuck it up by nerfing explosion thus making damp worthless, it's like someone at gamefreak changed that at the very last second.

I've watched my fair share of Gen 5 wifi battles back in the day, and this was the only time I saw a Mudkip line damp come into play. That says a lot.

And like described before, Exeggutor isn't exactly primo competitive material, and it would just use a Grass move anyway after Swampert swaps in on Explosion.

Nobody ran Damp Quagsire ever and its in a similar boat to Swampert. Giving Swampert a counter to Explosion after it was already nerfed is overkill and too niche a counter to be useful.

The only pokemon that used Explosion after its nerf were suicide leads and Lickilicky, the latter of whom would just use Power Whip on Swampert instead. Keep in mind that a lot of suicide leads used either Memento to weaken the foe and allow the next mon to set up a sweep, Destiny Bond to take something down with it, or Final Gambit instead.

Let's compare this to...
