Man I wish. I've tried putting him on singles teams multiple times and while he can do OK sometimes, he mostly just feels like dead weight.
The best use I've found for him is on my triples team with wide guard
A Torterra is like an investment in property. Motherfucker is going to live to like 200 years and keep growing, so you can give him to your grandkids and he'll pretty much be a inherited mobile plot of land by that point.

Earthquake is a must, good thing he learns that naturally.
When you evolve it into Torterra try to search for the move reminder (in the swamp city) and give it its other best stab: Wood Hammer.
Since he's going to take damage using that move, and he's slow, keep Synthesis around for a decent recovery move (gigadrain is good, but his special attack isn't).
Somewhere in Mt.Coronet is the Rock Polish TM. Use it to go full offensive.
When you reach Victory Road you should find the Stone Edge TM so you can have edgequake + wood hammer, which actually is great coverage.
This is just my opinion, but an offensive set with Rock Polish worked better for me than defensive sets, at least for ingame runs.
