I don't know, it never bothered me that Ledian was terrible in battle.
I always thought of it more as a pet than something I'd battle with, and its stats reflect that.
Not every Pokemon has to be good in battle, making it usable would probably be a good idea, but I think it's fine as it is.

Ledian can't even be used well ingame, Kricketune has a passable attack for ingame and a good ability. It's clear that Ledian is worse out of them both.
