Necrozma is not nearly as powerful overall, although this might change come November.

That's like saying something can't look bad because it was intentionally made to look bad.
'Sides, "overpowered" is a relative term; namely, it's in comparison to other 'mon, regardless of the developer's intention.
The term you're looking for, when something is unintentionally overpowered, is "broken". You know, because it "breaks" the game?

That said, I'm not gonna argue something like "Mewtwo ain't broken, he's overpowered". That sounds dumb, and is pretty much a semantic argument.
