If fish pokémon can just float in the air, and evidently can breathe air, why do they live underwater?

Because they still fly/swim with fins, and it's easier to create enough force by being in the water rather than the land
additionally, most of the time, their skin will dry out, meaning they can stay out of the water, but prefer to stay in it
on top of these two factors, the rest of the fishmons tend to stay in the water, making it more attractive for other fishmon to stay in the water.
