Gen 3 is being decompiled, which will make hacking them much, much easier than any other generation. The DS games are unlikely to ever be decompiled because they don't use a legally accessible compiler, which means we're going to be stuck with gen 3 hacks forever. Also gen 4 is a shit base for ROM hacks, it's just too slow, and 5 is too difficult to expand upon due to the animated sprites. Gen 3 is the best base around and that will likely never change.
