BUT there are RULES

>You can modify the base stats, but are limited to a total of 500 or something.
>Probably no evolutions.
>Some more basic limitations and stuff. Like, only one existing ability allowed, certain signature moves would be locked out, anything GF would probably do to reduce making it too overpowered or whatever.
>Can only make one Pokemon.

As for the actual design of the Pokemon, I doubt they'd dedicate any effort into making an intricate monster-creation feature. At most, it'd probably be something extremely limited with some options like a few body shapes, appendages, only a few colours etc.

I'm probably missing out a fuckton of important shit too, but this is just an interesting/retarded idea I thought of and I'm tired. Discuss how this feature would work or not.
