Hidden Power is only really used for Pokémon that need to get rid of counters with a *4 weakness. How many Fairy *4 weaknesses do you actually see around. Right.

They aren't actual OU threats, you never see them on a serious team. Maybe in their own tiers you could see an occasional HP Fairy lure such as Chandelure, but generally stuff that would run it already has Dazzling Gleam, or Focus Blast

Your argument doesn't even make sense, if they aren't used often enough to be be big threats in VGC and Battle Spot now, then what makes you think people will use them more when a new Fairy-type move learned by every pokemon in the game becomes available? Do you think that will improve their station?
