We didn't know his sister. Hugh was a good rival. Far better than most others. We just didn't have a reason to care about his sister. If it was his Purrloin, he would've been a great rival.
But other than being unable to care about his goal, he was pretty good. His struggle to and journey, which were about fighting the Evil Team, were far more relatable and better than every rival since Blue.

The worst part was his team. He used one of the elemental monkeys, unfezant. BW1 rivals already pulled this. Both of the pokemon aren't so good as well. Flygon was neat, but it's just bland compared to other dragons at that stage of the game. Its movepool isn't even anything to get excited about. Eelektross would be cool, but it doesn't add enough. Bouffalant has the double stigma of being a single stage and not tauros. Also, the gen 5 starters arguably weren't the most interesting starters to fight.
Plus, Ghetsis uses the interesting third of his team in a much more climactic situation, so you aren't really getting much from Hugh.
He was competent enough, but he's not the greatest. Why was he just standing around in Undella town anyway? Really not the most exciting place.
