Sandslash will always either be a bad Donphan or a bad Excadrill no matter what you do to it unless they give it an actual BST increase. 450 is beyond horrible and it deserves an actual evolution. (not being defensive, just discussing)

Did you gloss over recovery there or what, it's more a lite-hippo with some better support moves. Would actually pair really well with hippo, bringing rapid spin and spikes to it as well as a sanic 100% heal in sand with sand rush. Not OU but absolutely a worthy niche on sand teams, would 100% outclass excadrill on defensive sets (defensive exca is a thing) if it had mold breaker also.
