Not sure, but it does seem to already have some good special STAB in the form of Flamethrower and Hyper Voice. And we've seen HAs get replaced before, too (remember Shadow Tag Chandelure?), so I agree with the other poster in that Moxie should be replaced with a Sp.Atk equivalent. It also wouldn't necessarily make Soul-Heart not special, because this ability would work like Moxie, only giving +1 Sp.Atk when a Pokemon on the field is KOed by an attack from the user, rather than just anyone on the field fainting (from any cause, including weather, recoil, partner's KO in doubles, etc.) leading to Soul-Heart activating.

An Alolan Form would do wonders for it, I hope they get rid of the Normal type

This is one of the stupidest decisions gamefreak has made thus far. They still could've given him mega houndoom or the charizard not exclusive to whichever version you were playing so he could use a fire type mega but they didn't anyway
