No, realistically, it won't. Maybe Liquid Voice could be changed in the future (or benefit from a new sound move), but that's it.
As for Move Tutors, I'm pretty sure it has everything it could ever want as far as damaging moves go so that leaves us with support moves: the obvious one is Moonlight. That would be nice.

Me too. Here, have some art I saved long ago.

I'm trying really super hard to try to like Primarina (these threads really help a lot because it's generally just cute peaceful images and I usually leave these in a peaceful mood, but pics that lewd any of the Popplio line really grinds my gears and you always bump into those in here), but Ballio left a really big hole in my heart. Something about a big powerful goofy sea lion clown that is actually innocent just seemed so right.

One nice thing about Liquid Voice is that it has potential. Again, there are different ways Game Freak can make it useful even without directly changing it if Primarina is not ""busted"" anymore in the next generation's Battle Spot Singles.
But yeah, it's a very lackluster ability on an otherwise great mon.
