Because it isn't supposed to be cool. Don't get me wrong, I still think this is a retarded design and it should have never existed but the designer was trying to achieve the exact opposite. Incineroar TRIES to look cool to impress others while having a saturday morning cartoon personality and look to it. It just makes it silly and some people like this kind of design. Though I don't know why but those people exist. And while it can look good and "cool" at times, even its fanbase admits that its just plain silly. It's like a lot of other Gen 7 Pokemon for people, fun but flawed. If you wanna look for Pokemon that are meant to be cool and appealing to a majority you gotta look at stuff like Charizard, Scyther/Scizor. Greninja, Decidueye, Tyrantrum etc. These designs not only try to avoid any sillyness or jokes and focus mainly on looking cool and or being based on stuff kids like.
