Water-type is already very strong. No need to give them the Freeze Dry treatment and have them fuck the meta in the ass.
Water doesn't need buffing. Now on the other hand, what would change if Poison were to be SE on either Water or Flying(or heck make it both).

here at gamefreak we are intrigued by this idea and propose the following balance changes
Steel now takes super effective damage from water type attacks to alleviate the overdominance of said type
Freeze Dry will become one of the new tutor moves giving many water types access to this unique move.
Scald will be slightly modified for flavor reasons: it now deals super effective damage to ice types instead of merely neutral damage
