Semdemen is best water type lol, but you're too far into the game for that and don't want to deal with that. As mentioned, Marionettl and Manatank are the best options, but other good ones are Baitmaster/Monstrap and Mimimie. To my knowledge the other options (Florigrace, SJWhale, Praestish, and Sadfish) are mediocre at best, but go for it if you want to be avant-garde. I've always wanted to use Praestish myself as I love its design.
