Because, iirc, gamefreak is actually a shockingly small studio, to the point they had to get 100 Nintendo employees to help just bring the series from 2D to 3D.

Don't mistake this for me defending them though, as the creators of the second best selling franchise in the gaming world, they have the responsibility to make sure their staff is big enough to support it.
