I was going to say something about this being a lesson on not wasting Master Balls, but not actually getting the in-game one yet is a valid excuse. So, that just sucks, then. Just bad luck. Sometimes it happens.
My first shiny ever, after a decade playing the series, was in the D/P Safari Zone. It ran on the first turn. Since then I've found a few without trying, including some of my favorites. You'll get better luck eventually.
