Gamefreak can't do boss fights because Gamefreak can't into balance.
If they want to balance pokemon for difficulty curves, they'd have to completely rework all the moves.
Right now everything is luck based in the hardest parts of the game (post-game battle facilities) and nobody wants to play that version of russian roulette for an entire fucking game.

I could see her as a "totem pokémon" kind of boss. The thing is that it would be too controversial to fight an actual human, and we know how safe GF has been since the game corner ban.

I believe game freak was more concerned that people could hack in lusamine and use it in battle, because if you were able to battle it that would mean it has its own moves, basically a pokemon on its own, arguably they already have the model.

It might've been gradual for GF. DP had coin dispensers in Korea, Platinum had them in PAL regions too, HGSS did Voltorb Flip outside of Japan period by mandate of new localization team, at that point GF probably just didn't want to put effort into something only Japan would get and probably had some weird thing against non-gambling game corners. I do remember hearing HGSS in particular had the most in-depth slot machine yet so maybe that made it sting more.

Violence with the tiny overworld sprites doesn't seem to count. There's a scene in BW2 where the rival had just finished beating up a plasma grunt on a bridge, but since they're just tiny sprites it's all implied through their movements and sound effects.

GF needs to fucking grow up. They've clearly shown that they aren't afraid to show pokemon on human violence (like Kyurem using glaciate on the player) so why shouldn't it be something for US to use in-game? I understand if they don't want us to use pokemon to mindlessly attack humans, even if it is the main villain of the game, but god damn it they couldn't make an exception just this ONE time? It doesn't even look like a human anymore! Lusamine FUSED with an actual pokemon. They could pass it off as trying to snap Lusamine out of her crazed state.

I'm not asking for absurd levels of violence here, but the stage was perfectly set for one of the most awesome boss battles in pokemon history and instead they turned Nihilego-Lusamine into a glorified pitching machine, making me wonder what the point of the fusion even was to begin with!
