They changed the acc. stat to display as always 30%, but the mechanics for it's actual acc. are still the same.
>Accuracy = ((level of user - level of target) + 30)%.
If pokemon are the same level, then yeah, the acc is 30%. But if there is any difference then it's not 30%, but it's still displayed as "30%."
It's kind of dumb.

I had thought one hit KO moves always missed if the opponent was higher level, but that formula implies that they'd need to at least be 30 levels higher.

the animation is just really lame in Sun/Moon.
The hole opens up then the victim pokemon drops in with what can only be described as a "pew" sound effect. Like Looney Tunes.
Compare it to the the violent shaking of earlier games

I used to think 'fissure' meant 'fission' back in the early days and always imagine pokemon were being ko'd by having their atoms ripped apart. I was really confused as to why it was ground type. Don't ask how I knew what fission was but not what a fissure was. I really don't know.
