Your mistake is thinking that a "Ghost type PKMN" equals being a literal ghost.
Ghost-type PKMN are not literally creatures that have already died.
They are living PKMN like the rest.
And a secondary Ghost-type PKMN even less so.
What contributes to their ghost types is spooky/gloomy design, often having object resembling bodies or ethereal/gaseous ones with phasing abilities, can have some association with death or morbid concepts, a more general association with shadows, darkness and night-time. They tend to disguise themselves, hide, surprise and scare.
There are also actual ghosts in the PKMN world, and they resemble their original species when identified by special technology like the Silph scope.
