If I had a cheating device that could produce shiny Pokémon in Crystal, I'd rather use it to spawn a, say, Raikou with perfect DVs than a Zubat with shiny DVs.

Pretty sure Fly is its only decent move in gen 2, it doesn't get sludge bomb or shadow ball until gen 3, so that's going to be mandatory on it. Could slap toxic on it to do some damage on the charge turn.

For Flying STAB, you have Fly, Wing Attack and Hidden Power Flying. HP Flying is obviously out of the question, Wing Attack is pretty standard, Fly is slightly awkward, but has some use outside of battle.

Also, Toxic+Fly sounds like a reasonable idea.

Crobat doesn't get Sludge Bomb in gen 2, so what I usually end up having on gen 2 bats is Fly/Bite/Confuse Ray and Wing Attack, which gets replaced by Steel Wing at Mt Silver. Keep Mean Look if you're planning to catch Entei and Raikou
