I'd like to think it was a walled city for the royal family before they fell into ruin. Seeing themselves as above the rabble they closed themselves off from outsiders but as time went on and tourism brought cities and fancy hotels and people stopped worshipping them their closed off paradise crumbled.

It was then repurposed as an aether holdout with unassuming homes hiding horrific underground experimenting facilities where failed projects were sealed off and left to rot, angering the local Tapu so much that it's cursed to rain forever. Or something.

It's sorta implied that the royal family and/or previous kahuna lived there, and the town fell to disrepair when the Tapu got mad. As to why it rains, isn't it because it's the windward side of the island? With the other side being the leeward and the big mountains acting as a natural barrier between the two sides, creating the wet/dry division.

I feel bad for posting this whenever it comes up, but it's kinda the opposite from irl. Rainy areas to the east side due to mountains forcing clouds to dump their loads. The west side is dry lava rock highlands, coast with hotels carving little green patches out of the rock, and lava desert. There is technically a barren area to the southwest, but that's due to acid rain from the volcano. Not true desert conditions.
That's all real world autism though and doesn't matter. Bulu just got pissed at the old kahuna for forming team skull and cursed the place with rain.
