you can get a "close enough" effect just by running normal type and then you get to enjoy using a better item. It'd be better than ice or bug arceus for example, but that's not saying much.

It would be one of the weaker forms. No weaknesses sounds nice, but it's not worth having no STAB or resists. Might be worth running for some very gimmicky stall sets, but otherwise he's better off just running as a Normal type if he wants to hit and get hit by most things for neutral damage.
It would probably be used for something like Rest/Toxic stall, or maybe a weird stat boosting set.

If it doesn't need an Item it definitely becomes an amazing stall wall.

With a STAB 100 base power move coming off 120 Sp. Atk, ??? Arceus would be a god damned monster that nothing would really want to switch in on thanks to nothing in the game resisting it (and only one Pokemon being immune). Remember, Dragon was one of the best attacking types for a long time for a very similar reason. Probably becomes the best Arceus form, maybe even beating out Normal.
