no rocky form since the poor things physical movepool is absolutely abysmal. it only gets normal type physical moves and avalanche

If holding a rock that extends weather duration, plate or z-crystal of the correct type; Water - Rain, Ice - Hail, Fire - Sun, Rock - Sandstorm; that weather starts automatically on switch in.
Gains a rock type transformation.
Under rain, Sp. Defence increase by 50 BST.
Under sun, Speed increase by 50 BST.
Under hail, Sp. Attack increase by 50 BST.
Under sand, Defence increase by 50 BST as well as Sp. Defence double from being a rock type.
Sand advantage is due to other weathers boosting and weakening moves where sand is just chip damage and accuracy lower for some moves.

Make it start as a pure flying type

Everything.

Give it a Castform exclusive item.
Atmos Sphere - increase Attack, Defense, Sp.Attack, Sp.Defense, and Speed by 50% if Weather is active.
Now also get a Rock-type forme under sandstorm.
Weather Ball have secondary effects based on the weather and terrain active. They do stack if a weather and a terrain are both active at the same time.
Sun - 20% of inflicting burn.
Rain - 15% of recovering 1/8 of maximum HP.
Hail - Deals supereffective damage to Water types.
Sandstorm - 20% of increasing user Def and Sp.D by 1 stage.
Misty Terrain - 15% of lowering target Acc by 1 stage.
Electric Terrain - 20% of inflicting paralysis.
Psychic Terrain - 20% of inflicting confusion on target.
Grassy Terrain - User recover 1/4 the damage taken by target.

Make it an ability. Any weather Castform sets is not turn limited, you can only get rid of it by setting up your own. Just thia change would gice the little guy a unique niche in the meta.

Buff Forecast so that all of Castform's stats get a temporary 30% increase which lasts as long as a weather is active. Its non HP stats would have their max changed from 239 to 310 and its max nature boosted stat would change from 262 to 340
