Tell me what about Landorus you need to specifically build against? Is it hazard removal for when it uses stealth rocks? That seems pretty standard on most teams. Is it not having an ice move on one of the 24 moveslots you have on your team? Because every pokemon gets hidden power ice, and of you have a water type, there is a 90% chance it gets ice beam. Is it the fact that you can't beat the double dance set? You you not have a physical wall? If not you'll still get bopped by Zygarde, Scizor, Zard X, etc. Just because something is widely used doesn't mean that it cannot be stopped.

Considering that almost all smogon tiers are usage-based - yes, that is pretty much the entire idea behind the smogon tiering system.
