Victini was originally distributed in game via Liberty Ticket. It was to give some sort of incentive to buy the games earlier.

Then the movie came along and Victini was made into the starring Pokemon. Victini first used V-Create in the movie, so having this special move would convince people to actually attend the movie.

20th anniversary Pokemon are usually based on the first distribution that a Pokemon has. Victini's first distribution didn't have V-Create, so the 20th anniversary one doesn't either.

V-Create is an event only move in general, not a Victinin specific move. Others events have had it.
