They're concept art from Gen 3's development period, according to the original website. I collected these maybe close to 5 years ago, minus >>32793468 which someone posted in a similar thread last year.

Elaborate on "concept art shown in Bulbapedia". If you're referring to these character sheets in pic related, they're not concept art. They're character sheets the 3d modelers use. These could literally be early concept doodles scribbled on the back of a napkin that Gamefreak staff made. The concept stage of development is very loose compared to the later stages of monster design, in my experience at least.

I was referring to stuff like Latiken or the Groudon concept art where it looks droopy/emo, or the gen2 ones with watercolors, they look nothing like the stuff posted in this thread.

And either way don't expect me to believe you regardless without sources. There's too many people these days who can easily create believable fakes.
