They could also just nerf the boost the terrains give to the STABs of each tapu, from, say, 50% (current) to 20% (more balanced), and also fix misty terrain so that it boosts fairy moves for fini. After nerfing the -ate abilities from 30% to 20%, you'd think they could do the same here, but I doubt it.

Exactly this. Game Freak don't really understand balance for competitive play- out of 820 Pokémon, about 10 of them are viable at the top level, that should tell you all you need to know.

They do, however, understand power creep. "Woah, this Pokémon is even stronger than [Older Pokémon]!" is also a good marketing ploy. The downside is it makes a lot of older Pokémon totally unusable.

There are way more than 10 good Pokemon, if you think otherwise you probably don't even play much. GF does understand balance of the game, if anything holds Pokemon's competitive balance back, it's that Pokemon can't be designed specifically for PvP because it may interrupt the casual/single player portions of the game.

Why should they get nerfed? They're too reliant on their Terrains to be worthwhile. They're proabbly less OP than Garchomp, who is insanely good without a busted ability.
