No, both Kukui and the player are essentially the "finalists" in deciding a vacant title. There is no Champ until a winner between the two is decided (in game it simply doesn't progress the plot until you beat him, would be nice if he could actually "win the game" if you lose to him).

He is the final boss but he is explicitly pointed out to not be the Champion.
