It's actually pretty usable in LC thanks to unaware. It's one of the few users, the other being bidoof who can't stand all the fighting types.
I run it with an eviolite, stockpile, recover, eq, and scald.
A lot of children use LC and try to set up on it, because they're children and don't know how unaware works. Especially with the shellsmash users in the tier, wooper can find himself a good niche.

He does have a bit of niche there but it wouldn't hurt to give him +10 in every stat. He'd still be fairly niche in that case, but more usable atleast.

Same goes for Quagsire.

Also, part of that low bst is just due to his speed, which he doesn't bother with at all. His other stats aren't good either but with an eviolite they'll do, and his typing is fantastic in LC

Quag could stand a buff, though it doesn't really need it - it was viable in Ubers back in Gen V - something many mons with much higher BSTs couldn't hack.

As for Wooper, it still has its 'only one weakness' thing going for it, potentially two immunities and excellent abilities to boot.
